Instead, they represent the upside for Democrats if they are to win a comfortable working majority, similar to what they had after the blue waves of 2018 or 2008. The findings were unequivocally bullish on Democrats, who led in nine of the ten polled districts.

Emerson isn’t the only pollster releasing bad results for the House GOP. Let’s take a look at the 16 Trump-won districts polled by independent firms in the last month. If their surveys are correct, these districts have shifted an average of 15 points towards Democrats since 2024.
The smallest shifts are in a pair of Republican-held seats in Virginia, which sit 6-9% left of their 2024 results. On the opposite end of the spectrum are Texas’s 15th and New York’s 21st districts, both polling 25 points to the left of 2024. What makes these numbers even more striking is the breadth of Democrats’ gains: rural and suburban districts along the Southern border, the Mountain West, the Northeast, and everything in between.
The House playing field is shifting
Several factors are driving Democrats’ prospects in the House this year. The first is the national environment, which has moved sharply in their favor since Trump took office. The second is the declining value of incumbency. Republicans occupy a lot of this year’s battleground districts, but since incumbency no longer offers much of an advantage in today’s polarized environment, they’ll have to rely on the partisanship of their voters to hold on.
Now redistricting did give the 2026 House map a noticeable partisan lean favoring Republicans: the median House district voted for Trump by almost 5% in 2024. However, as noted by the Center for Politics, the 2026 House map isn’t as favorable to the GOP as the 2018 map, where Democrats nevertheless pulled off a blue wave.
As such, our forecast model now has Democrats as 95% favorites to win the House. Republicans would need a historic polling error to win, especially as individual districts continue to move against them. Here’s how our House forecast has changed in the last month:

The Democrats’ message going into the November 2026 midterm elections is best understood by separating what Democratic leaders are emphasizing, what policies they are advocating, and how they are criticizing the current administration. The central themes to examine are the cost of living, health care, threats to democratic institutions, and government accountability.
The five main themes
1. Affordability and the economy
Democrats are centering their message on the cost of groceries, housing, gasoline, electricity and everyday necessities. Their argument is that economic policy should make life more affordable for ordinary working families, not simply increase wealth at the top.
2. Health care and protecting benefits
They are emphasizing health insurance costs, prescription drugs, and preserving Medicare and Medicaid. House Democrats have identified restoring expired Affordable Care Act tax credits and reversing Republican Medicaid cuts as priorities if they regain control.
3. Democracy, the rule of law and accountability
Democrats are raising concerns about executive power, corruption allegations involving President Trump and his administration, fair elections, and equal treatment under the law. If they win control of the House, they intend to expand congressional oversight and investigations.
4. Working families versus wealthy interests
Their broader economic argument is that government should prioritize workers and middle-class households rather than billionaires and powerful corporations. Their proposals include changing tax policies, addressing price gouging and reducing certain consumer fees.
5. Reproductive rights and government policy
Democrats continue to emphasize abortion access and reproductive health care, alongside concerns about education, environmental policy and the administration's approach to immigration and foreign affairs. These issues matter to different degrees across candidates and constituencies.
What is the central message?
The clearest summary of the party's current national message is:
Make life more affordable, protect health care, hold the administration accountable, and defend democratic institutions.
This is reflected in the Democratic leadership's proposed first-100-days agenda, which combines economic measures with oversight of the Trump administration. Republicans, in turn, criticize the Democratic approach and argue for their own tax, spending and economic policies.
What does the polling tell us?
A Pew Research Center survey conducted September 28–October 4, 2026, found that 88% of registered voters supporting Democratic congressional candidates considered the economy very important to their vote. The same was true of 82% of Republican-candidate supporters. Among Democratic-candidate supporters, 85% also identified the future of democracy as very important, compared with 69% of Republican-candidate supporters.
That distinction matters: the economy is a shared concern, but the parties emphasize different explanations and proposed solutions. Democrats are also giving particular attention to health care costs and accountability for the administration.
