I already fixed this. Instead of requiring everyone to pay, set up a system of fines so racists pay the reparations.
Hate/racist speech:

1st offense- $1,000 fine (goes to reparations)
2nd offense- 5% of wealth or income, whichever is greater. Minimum $5,000.
3rd offense- 10% of wealth or income, whichever is greater. Minimum $10,000
4th offense- 10% of income for the next 5 years. Minimum $50,000.
5th offense - 10% of income for LIFE.
For companies or businesses discriminating:
1tst offense- 5% of yearly revenue fine. Minimum $100,000.
2nd offense - 10% of revenue fine. Minimum $250,000.
3rd offense - Company is dissolved and assets are taken over by the government and liquidated or used to generate the most reparations possible.
In this way, let the racist pay the reparations.
