Nope, article states that DR will be in Iowa, so they can save some energy cost by packing the iron into the arc furnaces while It’s still hot from the DRI process.

Iowa has no iron ore, no coking coal and no ship transport. There is a reason the big U.S. steel mills are located ON the Great Lakes. Transport costs will make this the least cost competitive plant on earth.
3 months in they will do a strategic pivot to focus resources where they can achieve synergies in the pursuit of cost effective green AI.
