So this guy has a website that collects PI. It does that by offering services to people and asking them
questions.
The PI is legit. He needs to know it as part of providing the service.
The problem is, that the information people enter is dumped in csv files in the doc root.
The files are in .htaccess protected folders with basic auth.
He developed this architecture in 2003 and hasn't changed it since.
