The IRGC made the situation more complicated than that.  If they hadn't fuqed with international shipping it would be a simple thing to outlast the current administration.   At this point, if the administration is so inclined, blasting a power plant into rubble, every time a ship gets attacked would be a "measured" response.

We are steadily killing the IRGC. 

There's about 200,000 of them but even then I'm sure Israel has spies in there top to bottom.  If we can kill enough IRGC it quite possible that Israel will occupy most of the leadership positions.

EDIT: Most is too strong of a word.  "Have significantly outsized influence" would work better.
