The biggest problem is that once most governments stopped using HF they also stopped caring about QRM - so now unless you are absolutely in the middle of nowhere there is a really high noise floor mostly originating from switch-mode power supplies and things like LED lighting. Couple this with lots of the high-power short wave transmitters going off the air because they cost so much to run and you end up with not there being not a lot out there you can actually receive.
