Your phone can only make a noise when a particular app sends a specific notification and otherwise remain silent? I don't think so! In the walled garden you can't do that!

Android has a wonderful app called Prof Reminder which is just astounding.
My phone only plays a sound if my security camera app sends a notification that contains the word "Person" in it.

This all reminded me of when I had to do the shyt in a cup thing. I think it was cologuard. When they sent me the unit they sent it by UPS and the email they sent claimed a signature was required. Angrily I called up customer service and told them there was no way I was going to miss a day of work just to wait for a cup to shyt in and to just cancel it if that were the case. lol They said it was a mistake and in fact no sig was required. This was before I started redirecting my UPS packages tot he UPS store.
