All of the billionaires are entered into a pool.  For every billion in net worth, you get one ticket.  The same for corporations, for every billion in net worth each C-level executive gets one ticket (since corporations are people and all).

Then for every 100,000 Americans losing any sort of benefits (totally or reduced), one ticket is drawn at random and the person assigned to the ticket will be executed immediately.

Also, at any time, anyone including the billionaires are free to voluntarily donate funds to prevent people from being cut off these programs.

I bet our budget problems soon get mostly solved.
