What if Arizona imposes a "per mile driven" tax on electricity going to California? I'm going to suggest that to IDAHO!!

VP_Spiro_T_CheneyCalifornia owns the senior water rights to the Colorado River and a firm legal precedent has been set (thanks Republicans!) that once those water rights are established they are basically legal property that can’t be taken away.
“ Key Aspects of California’s Colorado River Water Rights:
Primary Allocation: California is entitled to 4.4 million acre-feet (maf) annually, but has used slightly less recently (3.76 maf in 2025).

Fortunately for CA, the GOP has ensured that water rights are inalienable so once the Compact ends water will again be allocated strictly by seniority.
The GOP did this to protect big ag, so now nobody else gets a fuqing drop until CA gets their senior share, at which point (if there is any left) the next most senior gets their share, etc.
What’s funny is that CA has been willing to compromise in the negotiations (and in fact hasn’t been taking as much water as it was entitled to) while it’s the dipshyts with the inferior water rights like Utah and Arizona that refuse to budge.
