You can tell from Rubio's statements that this was some sort of failed Bay of Pigs foolishness. He's bending over backward to distance the US from it. But the truth is that a bunch of Cuban exiles are not going to try and infiltrate Cuba and drum up some sort of resistance among the locals without some sort of go ahead from the US.
