There are a lot (relatively speaking - this is Japan we're talking about) Nigerians in scam marriages in Tokyo. The Yakuza make whores marry the Nigerians, then use the Nigerians as touts for their scam clubs. The deal was, the touts only target non-Japanese (nearly all tourists walking around Golden Gai / Shinjiku / Kabukicho) and the police look the other way.
Not anymore - there's a new nationalist sentiment sweeping Japan. Time to get these Nigerians OUT! Sayonara, kokujin!
