Oh, yes she did. She was DELIBERATELY dumb, especially when she told the world that she didn't know where the water came from, and didn't care. She let the reservoirs sit dry. She let the apparatus break down and go unrepaired. I'm sure she has one of those nice lots picked out for her new home. They're sure using government powers to separate people from their burned out lots. If your permit request to rebuild includes a natural gas line, you get an automatic two year hold. They hope to make gas use illegal by then.

How did the current FDNY Chief Tucker manage it? He had neither firefighting OR emergency response experience, he was a businessman who contributed to Adam’s mayoral campaign.
