This issue has been discussed before.  European nations have the advantage of some degree of homogeneity.  Soft socialism is wonderful when you don't have to support a permanent, angry underclass with average IQ of 70.

Also, Berlin is a bloody great city. I prefer it to Paris. Same cafe culture and history but without the self-conscious pretension that is it the hallmark of, say, the Boulevard Saint Germain.
