I'm sure that the ARMY STREET and ALEMANY freeway underpasses will be dry and easy to navigate this year.   They were such a problem in years past.   I'm sure the left wing government there have solved those problems for good. 

I'd just avoid both areas.   I only evacuated 8 years ago.
