I think for strategic reasons we need the steel capacity.

Pure economic theory says we do not if we can buy it more cheaply elsewhere, but that ignores the consequences of warfare and great power competition.  This is the reason we need rare earths too.  China doesn't give a fuq about economic theory and won't sell them to us at market rates or any rates whenever they want to use it as coercion.  Economic theory goes all to hell under many circumstances like this.

If this plant is brought to life, they won’t be hiring Americans.  They’ll import cheap labor the owners can abuse.

Here is the real problem,. What Trump announced isn't that the plant will be built, but that it will be paid for by the US taxpayer.

In other words, the company couldn't find private financing for it, so they went to the US government for help.

They already have an agreement with all the unions.

Still pricey.  The Mesabi range produced taconite which is only 60 or so % iron, not pure enough for an electric arc furnace.  So they’ll have to ship all that taconite by rail (expensive) and then convert it to direct reduced iron (90% pure) using natural gas sourced from Canada (expensive).

And the electric arc furnace will require a new power plant, probably also Canadian natural gas powered (expensive).

Rail is expensive compared to shipping, That’s why the large steel mills were built along the Great Lakes.  Cheap bulk freight, easy access to raw materials.
