No, actually... it was an enormous abuse of the public's trust in government.  Because of this bullshyt you know have hundreds of millions of citizens that will think twice when the government says "It's for your own good"  This erodes trust not only in our government but in our society as a whole.  A low trust society sucks compared to a high trust one.
