The problem is that governments are increasingly seeing that using cameras like Flock to inexpensively generate citations/violations are a great way to grow their revenue.
I spent over a year fighting bills for a toll agency in another state, one where my car had never been. The pictures of not my license plate were always taken at night, and the pictures included in the bills were black squares.
