Sounds like they guy ran out in traffic and the collision might have been entirely unavoidable.  NigsDo this often, especially when running from cops.  Not stopping is a crime, but the most major crime would have been some kind of negligent driving and I doubt that was the case.

Most likely spics anyway.  The only hit and run I have ever witnessed (which was car to car with mild to moderate damage), the fleeing party were spics.
