That's the law in Illinois too.  Rarely enforced.

There was just an article on one of the two main newspapers that noted that the no-idling law for busses and heavy trucks which cause air quality issues downtown has been into effect for 15 years now and 2 people have been cited in that time and most people interviewed say it still happens with the same frequency as before.

Not all laws are enforced around here.

Fortunately, the no-dumping-shyt-on-pedestrians law has been a success.
