One where each faction gets a vote. And we all have to agree which factions get a vote.
Black, White, the disabled, women, children, men, gays, lesbians, neo nazis, conservatives, liberals, every faction that can be recognized gets a vote.

It wouldn't be the size of the populations that would swing votes, but rather groups.

Blacks would always have equal representation. So would White, and Hispanics, and American Indians, and Asians, and other ethnic groups.
