Soccer was a lot less popular in 1994, the first time the US held the World Cup.  That tournament broke attendance records, and it's records still stand.

This is incorrect.

Soccer is hugely popular among immigrants and others (like Latinos). NFL is #1, but I bet soccer is #2 or #3.

The problem is that ICE is targeting the demographic that likes the World Cup. I think Trump actually even said at one point that he was going to have ICE troops at all the World Cup venues. No one wants to deal with all that craziness.
