Okay, regardless of the whole argument about sitting next to fat people. What should have happened after she grabbed that woman's hair was she is told "let go of her hair within three seconds or else you're gonna get fuqed up."
And if she doesn't, just start punching her in the face full strength until she drops. There is way too much patience for people like this. They just assume no one will ever give them proper consequences. She'll learn when she spits teeth and needs plastic surgery and facial reconstruction.

Both SF and Oakland PD used to train in use of the carotid hold, properly applied it can knock a person out in 2-5 seconds.
