Why? What about those places indicate that they should have a certain ethnic makeup?

I wonder if you have considered that they became attractive to immigrants because they became rundown (by the white population), prices dropped, and those just making a start in this country found them affordable since whites who were moving up in the world no longer wanted to live in shytty Melrose Park.
