You're pretty close, but the issue was STEALING THE BATTERIES, then blaming the landlord for lack of functional smoke detectors.   I saw it for myself when I had tenants above Headquarters.    I solved that with SYSTEM hard wired detectors - with no batteries and tamper indication.   Later, I solved it with TEN year battery operated (non stealable) units with anti tamper screws.

And I had GOOD tenants!
