The answer is yes and no.
I have belonged to the San Francisco Fire Department, Neighborhood Emergency Response Team, since class #2 in 1990. I have served on their Leadership Board. I still belong.
In 1991, the Office of Emergency Services founded the "Auxiliary Communications Service", which was supposed to be a government sanctioned civillian backup arm, based on radio communications - serving both official and NERT disaster communications needs. I was their first logistics officer, and was very effective, because I got along well in the Firehouses and got a number of Auxilary Stations installed in them.
On 9-11-01, we were an extremely effective force. We fielded operators and equipment to a vast number of government facilities - they were worried that someone was going to target city communications sites. We had about 100 card carrying, vetted members at the time. Most deployed.
Later, things changed. Leadership changed, as did attitudes. My card expired in 2006, and there were more and more obstacles thrown in the way of people a person in leadership "didn't like". Many people left. Many fine, long term contributing people left. I took required FEMA courses, and probably a half dozen more that were not required, but there was always "one more reason" they would not renew my card.
Finally in 2010, I had a net control rotation, the day before the World Series. I had a little fun on this most routine of nets, and got chewed out royally for it, on the air. I mentioned the Giants, and didn't follow the script, word for word. I guess nobody there remembers that disasters don't follow scripts. (Drills certainly don't). There used to be a lot of humor during drills and nets, but that is long gone.
They have about 8 card carrying members now, and I realized that that had become totally ineffective.
So I retired after 19 years of service.
I am reunited with the SFFD NERT program - which I never really left - and have been invited to join their Disaster Corps, their elite (they hope) group of highly qualified volunteers, able to be sent on difficult missions. Class #1 will be on Saturday morning. Will I see you there?
