Taxation on ammo is actually a great idea and potentially very effective.  And very fair.  Look what Baggers have been doing to colleges, student loans, etc.  So now it's their turn.  $1 per round sounds about right.  And anyone who makes their own ammo commits a felony.  Instead of having ICE looking for illegals we can have the ATF scoping out gun ranges and shows and doing random spot inspections to see if the ammo is legal.
