The issue is more why school wasn't cancelled in the first place. Second the bus should not have been out on those roads.

Probably, but walking shoulder deep in flood waters is actually extremely dangerous. The same for driving through them -- even in a school bus. What if the school bus driver lost control and it started floating away into who knows what? The water was high enough where that was actually a pretty big risk.
