Ideas for radically reducing landlord security deposit and habitability fraud.

1. With every change in occupancy an inspection of the unit must be made.  This will also include a video of the unit which will be published online with the address and name of landlord, as well as inspection result.  The public will be able to then view any unit in the area to see what it really looks like.

2. When a new tenant moves in they will pay to the governing agency the security deposit.  The security deposit will be released to either the tenant or the landlord pending the result of the post-occupancy inspection.

3. With each inspection it is also checked for habitability.  If the unit is not habitable, the landlord may not rent it.

4. If a unit is previously rendered inhabitable then the LANDLORD must pay a security deposit bond to be held by the governing agency for the next five years.  If a tenant complains and a unit is found to be inhabitable again, the landlord forfeits the security deposit and it is paid to the tenant as damages due to the landlord breaching the warranty of habitability and all back rents are rendered void.

5. Any sort of fraud with rents is a FELONY and is punished by a minimum of three years in prison.

The only time that I ever thought landlords were fuqing people was in 1990 when the local vacancy rate was <2% and they were charging $40 ($100 today) as an "application/credit check" fee.  They had zero incentive to actually run the check or rent the apartment after collecting the fee.  hmmm

Once the AU huge fantasy comes true there will be no apartments to rent anywhere for any price.
Commercial real estate will be available though.

Tom has reached the stage of political analysis where requiring landlords to document the condition of a rental unit means apartments will cease to exist.

This is especially rich from a guy whose entire real-estate empire consists of inherited property, a Tahoe rental he couldn’t get permitted the way he bragged he would, and a Boise house he stopped photographing once people noticed the workmanship.
