'Dependent' implies the parent is a declared head of household and takes the additional tax credit.
I would guess a lot of this is people caring for elderly parents.

That's the definition of dependent. That you are declared on another persons taxes as their dependant.
The question then is how are they defining dependent?

That's a legal definition of "dependent" used in very narrow cases.

In this context, if you read the link, it means that these people can't get by without some level of assistance from their parents. Can't pay their rent, their bills, afford a car, etc. without getting cash infusions from their parents. Some of them may be dependents in the tax sense, but a person can be dependent without being legally dependent.
