We tested the Trump Mobile phone. It was 9 months late and no longer ‘Made in the USA.’

Nine months after their delivery was originally promised, Trump Mobile this week sent T1 phones to members of the media and said it was mailing out units to customers who placed pre-orders. NBC News received one of the first review units and tested the device, which is no longer being marketed as “Made in the USA” — a claim used when the phone was first announced.

The packaging markets it as "Assembled in the USA", which I think means the Chinese phone and Chinese USB cable were put in a box printed in China in the US.  Maybe in Guam.

That actually wouldn't count - the rule for "Assembled in the USA" is that the last "Significant manufacturing operation" has to be done in the US - and packaging operations don't qualify. SKD assembly is about least you could get away with and (legitimately) mark a product as "Assembled in the USA" - so in the case of a phone the PCBA, screen, case, cameras, battery etc. could be make somewhere outside the US - but the final assembly steps would have to be done locally.

A lot of the ODMs have the ability to supply their products in SKD form just for this reason.
