New restrictions have been placed on social actions. This should likely resolve the problem. It would be too difficult to back out the notifications, so I apologize to those who have received notifications that were caused by the spammer. The actual social actions created by the spammer were backed out. So, for example, if pre-spammer a post had 5 likes then the post still now has 5 likes even if the spammer had increased it to 6 likes. I'll work on way to back out notifications.
