I think Trump has five votes on the Supreme Court for this order. But all he really needs is the Supreme Court to take the case, and stay any orders against enforcement while they decide the case!

The thing about counting all ballots by hand is that it practically guarantees that in urban areas it will talke days if not weeks to count. And then, as long as the vote doesn't seem to be going the GOP's way, they are going to freak out and claim all sorts of bullshyt.
