Most presidents don't have military experience yet they are made Commander in Chief. The reason for that is so they aren't influenced by the military complex. Same thing with Kennedy. He's outside AMA/FDA control so he can make decisions without being forced to comply with political organizations.

It's not the same for a fire chief. It's necessary for a fire chief to have some fire experience.

She has 31 years experience as an emergency responder with FDNY, including two years heading that department.  85% of FDNY callouts are for EMTs and emergency response, NOT firefighting.

And Fire Chief is a management job, they’re not riding on the back of a fire fuq, responding to fires and telling the firefighters where to squirt water.
