The 26-year-old woman was on a train around 9:25 p.m. in the 100 block of West Lake Street when she began arguing with a man who was about 45 years old, who then poured a liquid on her and ignited it, Chicago police said.

The train came to a stop and the man fled, while the victim fell through the doors and tumbled to the ground, police said.

Though firefighters and police were not on the scene yet, the fire was already out after bystanders helped extinguish the blaze when Thomas joined a group of about “a couple dozen people” who gathered around her.

One woman was still crouching over her, holding the hand of the burn victim, comforting her.

“It’s going to be OK,” she told the woman, Thomas said.

Others mostly stood in silence or recorded the proceedings on their phones.

Federal prosecutors on Wednesday charged a man with setting a woman on fire on a Chicago train, calling it a terrorist attack.

The attack happened Monday night on a Blue Line L train, police said.

A federal investigator's affidavit filed in the arrest of Lawrence Reed says he was sitting at the back of a train car when he approached the woman as she sat with her back to him. He took the cap of a plastic beverage bottled, then doused the woman with what was believed to be gasoline, the affidavit said.

The woman then ran to the back of the train car. Reed ignited the bottle, approached the woman and set her on fire, according to the affidavit.

Reed, 50, of Chicago, is charged with a federal count of committing a terrorist attack or other violence against a mass transportation system.

When the train pulled into the Clark and Lake stop downtown, Reed walked away and the woman stumbled out and fell on the ground, police said. She was taken to a hospital in critical condition with severe burns to her head and body, authorities said.

Federal court records do not show whether Reed has an attorney representing him in the federal case. Chicago outlets reported that Reed shouted and was disruptive during his first appearance in a federal court on Wednesday afternoon.

After being arrested by Chicago police officers in the Loop on Tuesday morning, the man accused of setting a woman on fire aboard a Blue Line train this week spontaneously yelled “Burn b****!” and “Burn alive b****!” according to a newly filed federal criminal complaint.

Lawrence Reed, a 50-year-old man on pretrial release for allegedly knocking a psychiatric ward social worker unconscious in August, is federally charged with a terrorist attack or other violence against a mass transportation system.

In a complaint filed Wednesday morning, an agent of the federal Bureau of Alcohol, Tobacco, Firearms and Explosives describes Monday’s random attack on a 26-year-old woman in gut-wrenching detail, saying CTA surveillance video showed Reed dousing the woman with gasoline, igniting her, and watching as she burned before walking away.

The allegations describe a sequence of events that began about 20 minutes before the attack, when Reed was recorded at a West Side gas station filling a small container with gasoline while wearing the same clothing later seen on CTA surveillance footage. The complaint says Reed walked from the Citgo station toward a nearby Blue Line station at Kedzie and Congress, where CTA records show a transit card linked to him was used to board a train at 9:04 p.m. Monday.

At 9:24 p.m., cameras inside a Blue Line train car captured the victim sitting in the middle of the car while Reed sat at the rear. Without any apparent interaction, the affidavit says Reed stood up, approached the woman from behind, removed the cap from the bottle he was holding, and poured the liquid over her head and body.

When he tried to ignite the liquid, the woman fought him off and ran toward the front of the train, the complaint said. Reed then ignited the bottle itself, dropped it, picked it back up while it burned, and used it to set the woman on fire, according to the complaint. Screen captures included in the filing allegedly show Reed buying the gasoline and walking toward the cowering, soaking-wet victim with a flaming bottle.

The train reached the Clark and Lake platform moments later. Investigators wrote that the victim exited the train while still engulfed in flames and collapsed on the platform, where bystanders rushed to help her. Reed allegedly walked away from the scene.

As CWBChicago reported on Tuesday, a source said nobody on the train car with the woman and Reed made any effort to assist her as she burned.

Responding officers arrived around 9:25 p.m. and found the woman lying on her back with severe burns to her face and body. Inside the train, police recovered a melted bottle, a lighter, clothing remains, and what they described as ignitable liquid pooled on a passenger seat near where the woman had been sitting.

Reed was arrested Tuesday morning around 11:29 a.m. near 140 West Washington Street after officers spotted him wearing the same clothing seen in both the train and gas station videos. Body-worn camera recordings captured what federal agents described as fire injuries on Reed’s right hand.

During the ride to the detective division, Reed repeatedly yelled phrases that included “burn b****” and “burn alive b****,” according to the affidavit. Those statements were described as spontaneous and unprompted.

The victim’s condition was not included in the federal filing, but CPD said on Monday she was in critical condition.

In April 2020, Reed poured gasoline along the north end of the Thompson Center and set it ablaze because he had not received his Social Security (SSI) check, prosecutors said at the time. He started the fire as Gov. JB Pritzker was preparing to hold his daily COVID-19 press conference inside the building, but there was no indication that Pritzker was targeted or that Reed knew the governor was present.

Reed ultimately pleaded guilty to arson and received two years of “mental health probation” from Judge Arthur Hill. Despite being arrested three times on misdemeanor charges, including twice for battery, while on probation, the court deemed his probation performance “satisfactory” after prosecutors dropped all of those charges.

Coincidentally, the Clark-Lake Blue Line station is located in the basement of the Thompson Center.

On August 19, Reed allegedly knocked a social worker unconscious while he was being treated at MacNeal Hospital, a psychiatric facility in Berwyn, according to court records.

In a detention petition filed three days after that incident, state prosecutors said he struck the female social worker “about the face with an open hand, causing [the] victim pain and loss of consciousness.”

The victim, who was on duty at the time, suffered “extreme nausea, severe pain in the eye and head, and difficulty with balance” that prompted two emergency room visits, the petition said. She “likely has optic nerve bruising and a concussion causing her to experience memory issues, headaches, and daily nausea,” a prosecutor wrote, charging Reed with aggravated battery causing great bodily harm.

Despite the allegations, Judge Teresa Molina-Gonzalez rejected the detention request and ordered Reed released on electronic monitoring rather than being put in jail. While the court clerk’s notes describe the monitoring as “24/7,” a document signed by Molina-Gonzalez shows she authorized him to leave home from 6 a.m. to 2 p.m. on weekdays. The order also barred him from the psychiatric hospital “unless it is a medical emergency.”

On September 12, court records show Judge Ralph Meczyk modified Reed’s electronic monitoring order to allow him out of his home during some daytime hours on Tuesdays, Saturdays, and Sundays.

Neither order would have allowed Reed to be on the CTA, or out of his home, at 9:35 p.m. on Monday or any day. The case is still pending.


Over the weekend, someone matching Reed’s general description set a fire outside City Hall on LaSalle Street, according to a CPD report. Mayor Brandon Johnson told the press on Monday, “While we do not know the motives of this attempted arson, it goes without saying that this type of violence has no place in our politics.” lol

Yesterday, we asked his office if Johnson had any evidence that politics played any role in the City Hall fire. We are still waiting for a response. lol

Reed has not been charged with the City Hall fire.

He is the 19th person accused of killing or trying to kill someone in Chicago this year while on felony pretrial release.

Federal authorities said a man in all black approached a young woman on a Blue Line train late Monday, took out an iced tea bottle and poured clear liquid onto the woman’s head. Then he set her on fire.

Lawrence Reed allegedly stood at the front of the train car and watched as the 26-year-old woman, “engulfed in flames,” rolled on the floor of the train trying to snuff out the blaze.

Prosecutors Wednesday afternoon charged Reed, of Chicago, with a single count of terrorism against a mass transportation system for the apparently unprovoked attack in an unusual 13-page complaint filed in U.S. District Court.

Speaking to reporters after the hearing, U.S. Attorney Andrew Boutros said the victim remained in critical condition Wednesday, adding that if she died of her injuries, Reed could be eligible for the death penalty. Boutros added that he believed this case was the first time this particular terrorism charge had been brought here, though it’s been used in other districts, including in the September stabbing of a Ukrainian refugee on a light rail train in Charlotte, North Carolina.

Boutros said the surveillance video from the train is “difficult to watch” and showed there was no altercation between Reed and the victim before the incident.

“(She) was minding her own business and reading her phone when the defendant doused her with gasoline and lit her on fire,” Boutros said in the courthouse lobby.

Other passengers, he said, either “got out of the way” or simply watched while she desperately tried to put herself out. It wasn’t until she was able to get off the train that two passersby intervened, he said.

Chris Amon, special agent in charge of the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives in Chicago, said that given Reed’s extensive criminal record, he had “no business being on the streets.”

“Reed had plenty of second chances by the criminal justice system, and as a result we have an innocent victim in the hospital fighting for her life,” Amon said.

Boutros said Reed’s criminal history will be laid out in full at his detention hearing Friday. Asked about Reed’s mental health, Boutros said his competence to stand trial will be evaluated by the court and that Reed will have full access to that process.

“I’m not aware of him ever being declared mentally incompetent in connection with any” of his other criminal cases, Boutros said.

Days before the Blue Line attack, an unidentified person tried to set Chicago’s City Hall on fire. Police suspect that Reed, 50, was the aggressor in both cases, one of which has drawn the ire of Trump administration officials who frequently target blue cities’ public transit safety for political points.

Cook County court records show that Reed has a history of mental illness that has been a factor in several earlier criminal cases, including a 2020 attempt at setting the Thompson Center on fire.

Hours after being taken into federal custody, Reed appeared before a judge at the Dirksen U.S. Courthouse handcuffed and shackled, dressed in a maroon T-shirt and what appeared to be a white shirt or towel wrapped around his face.

He immediately started shouting over U.S. Magistrate Judge Laura McNally, saying “I plead guilty! I plead guilty!” over and over. As the judge tried to continue with the hearing by advising him of his rights, Reed said “Don’t talk to me!” and started singing “la-la-la-la ” to drown her out.

A prosecutor later told the judge they were seeking detention based on a danger to the community and the fact the charge carries a maximum of life in prison, prompting Reed to shout, “What’s my charge?”

“Terrorist attack?” Reed said, shooting his head back. “Terrorist attack? Terrorism? Is that my charge? You said terrorism is my charge?”

After McNally confirmed it, Reed repeated: “It’s cool, it’s cool, it’s cool, it’s cool.”

Reed also repeatedly said he wished to represent himself. After repeating it again for at least the fifth time, McNally told him: “I understand. I have no ambiguity coming from you.”

Reed also claimed to be a citizen of China and asked that the Chinese Consulate be notified of his arrest.


McNally paused before saying, “All right.”

The judge set a detention hearing for Friday.

The complaint alleges that Reed filled a bottle with gasoline at a Garfield Park gas station about 30 minutes before the attack took place, getting on the Blue Line at the Kedzie stop before he allegedly approached the woman on the train.

According to his arrest report, officers were looking for Reed in connection with the alleged Blue Line attack, but later linked him to the City Hall fire and alleged that he’d thrown bricks through the window of a group home in the East Side neighborhood Monday.

Per the complaint, Reed yelled “burn alive, (expletive)” while officers were taking him to the Harrison (11th) District police station for questioning.

In July 2021, Reed was convicted of aggravated arson after he poured gasoline along a window ledge of the Thompson Center, which at the time was home to much of the state of Illinois’ Chicago operations, and tried to set the fluid on fire. He was sentenced to two years of mental health probation, which court records show he completed in December 2023. Two years earlier, he’d been arrested and charged with criminal damage to government property for smashing out windows on a Blue Line train, for which he was later sentenced to two years of probation.

Reed was arrested Tuesday while on pretrial release for an aggravated battery case stemming from charges that he allegedly hit a social worker in the face in a Berwyn hospital so hard the alleged victim lost consciousness.

Cook County Judge Teresa Molina-Gonzalez denied prosecutors’ petition to have Reed held in jail pending trial, instead ordering him released on electronic monitoring with regular check-ins with a probation officer. Reed pleaded not guilty to the charge Oct. 21, records show, and was supposed to return to court Dec. 4.

The Trump administration has been using CTA crime as a political cudgel for several months, but President Donald Trump’s Transportation Secretary Sean Duffy used the Blue Line attack to renew his criticism of the transit system’s approach to public safety in a Tuesday social media post.

“This horrific attack is EXACTLY why we need communities to take safety seriously. Blue cities cannot allow another Iryna Zarutska to happen,” Duffy wrote, referring to a 23-year-old woman killed in an apparently random fatal stabbing attack on a commuter train in North Carolina.

In September, Duffy wrote a letter to the CTA asking it to lay out its plans to reduce crime and fare evasion on the system — or risk losing federal funding.

“I appreciate your prompt attention to this matter to avoid further consequences, up to and including redirecting or withholding funding,” wrote Duffy, who has sent similar letters to the leaders of mass transit agencies in the Democratic-led cities of New York, Los Angeles, Washington, D.C., and Boston.

In a news release about the letters to transit leaders in Chicago and Boston, the U.S. Department of Transportation pointed specifically to cashless bail policies in the two cities, which it claimed “allows deranged criminals to repeatedly terrorize public spaces.”

The CTA’s acting president, Nora Leerhsen, defended the agency’s safety practices in a response to Duffy dated Oct. 3.

“We recognize that it is absolutely critical that we remain laser-focused on providing a safe and secure ride for everyone on our system,” Leerhsen wrote. “We share your focus on this important issue.”

Leerhsen claimed crime on the Blue Line specifically had dropped 30% over last year.
