If there is some way this users posts could be automatically directed to a sub forum, you would improve this place instantly.
If the user in question gives up baby talk, they should be welcomed onto the main board. Anyone who would like to copy this user could be added to the automatic list.
It's the same type of mental illness that has successfully been dealt with before...seems worth exploring to prevent this shyt from taking over.

It all depends how technical they are. The more technical they are the harder it becomes to deal with them. I will take a look.
