Is it safe? I imagine it is as safe as frying a thawed turkey. It's safe if you know how to do that safely, i.e. do it 100 feet from anything flammable while wearing a flame-proof industrial suit. But it won't result in a very nice turkey. You need to get it to about 175 degrees throughout. Doing that with a frozen bird is going to mean having it highly overcooked on the outside.

Make sure the oil is up to near the very rim of the container. Also, you want that oil HOT! the flame should be going full blast the entire time.
