What is most strange is I put the money in the mailbox on Friday, July 12th but it wasn't postmarked until the 15th.

I was actually starting to think it got lost and if you didn't get it today I would have send another $100.

Something similar once happened to me several years ago when I sent a card to a relative living in Illinois. As I recall it took like two weeks for it to arrive and the postmark was much later than when I really sent it.

I have no idea what it costs to host CI but, based on what little I do know, $100/month doesn't seem out of range.
